There are always a couple objectives that are required to clear your scenario, but luckily almost every objective is optional, and you are never under any time pressure to do them. For example, the mayor may want you to build a transit line between two specific buildings, and doing so would bring you some extra cash and better reputation among the customers. While in general you are simply trying to build a mass transit system, each of the twelve campaign scenarios offers bonus objectives you can choose to perform or ignore. The main draw however is the campaign, where you play through four different cities in multiple time periods. Sandbox mode allows you to run any city, including custom-made cities created in the map editor, for as long as you wish.

This happily lets you focus solely on your business operations and minimizes distractions. If a disaster does not directly affect your business you literally have no reason to pay attention to it. It's a little strange, as a SimCity fan to be informed that a fire is raging and be able to ignore it. You only need to worry about your transit system: the city otherwise runs itself. One of the best features of the game is in how focused it is.
